Somehow the only passable uniform this update. Perfectly proc-friendly and better single-target damage makes him a solid WBL character and a great choice for new players.
Not too useful in late-game due to restrictions (1 ABX day, 0 ABL days), more of a new player uniform as he's given as a free Tier-3. There may be some WBL restrictions he's useful for, but he shares all basic tags with Human Torch who came out just last update with the same niche.

Our man Rhodes is in a strange place as he shares all tags with Iron Man, and clearly Netmarble doesn't want him overtaking the more popular character. Sadly this means that despite the Tier-4, he's relegated to being a support with not much use as a main - Iron Man just does everything better.
His support isn't even that fantastic (40% attack lead, 40% damage support), though being Tier-4 means it can be used in WBL+. Other than that very specific niche, there is no real reason to build him.

A very nice uniform visually. He's clearly intended to be a PvP oriented character, with one of the largest HP bumps from a Tier-4, but sadly lacks the kit to make a mark in Timeline.
He does have a decent 35% attack lead with an additional 70% attack for Iron Man specifically, but unless you just want the themed Iron Man team, there are better general supports with better effects.
In personal performance, only the top PvP accounts would be able to make him work in Timeline and they would all have many better options. Sadly he'd just be an Otherworld and AC character for most people, which makes two poor T4s for the main update with Rhodes.

Big visual downgrade from the [3099] uniform and overall just a throwaway uniform. She's designed as a PvP support, but it'd be hard to justify a team slot in Otherworld for her relatively weak passives, let alone Timeline.
PvE isn't relevant for a character with no Tier-4, but even if she was good at PvE she has barely anywhere to be used - a single ABL day which is covered by many other characters (Human Female).
A definite skip for just about everyone. Easily could have been made into a stronger support given that she is paywall but they hate money.

A hotly anticipated Tier-4 especially after the Deadpool & Wolverine film, but this uniform was a massive letdown the moment the patch notes showed she had reverted back to Speed. Combat Female is the last prominent type to have no modern Tier-4, and this exact uniform being Combat with no other changes would have made it far more useful.
Instead it's Speed Female, which is already packed with T4s. As Speed Mutant Female she's competing with Rogue, who is better in PvE, and as general Speed Female she stands no chance compared to Luna or even Gwenpool.
Her one ABL day is Hero Mutant Female, which Psylocke has the best performance on. However the one PvE niche you might find with her is that she is the only non-paywall character for this day - the previous 3 metas have been Storm's summer uniform, Rogue's winter uniform and now Psylocke's summer uniform. That said it is probably not worth picking up a uniform and Tier-4 just for X-23 to underperform in this single day.
She has a somewhat interesting PvP Artifact, but not enough to make her a prominent PvP character among all the revive/immortality based NT2s and NT3s currently in the meta.

They had to give him a 6th skill at some point but there's basically nothing here. Stuck at Tier-3 with no support, therefore useless.

A similar situation to Doom a couple updates back, where they end the update with a final mid-month with a hyped NT2 villain finally getting an upgrade. Sadly the character performance is also similar to Doom - both are kind of okay hybrid characters that are not worth the cost or the hype.
Despite an ugly character model, Apocalypse has some very nice skills that are proc-friendly, but he's proven not useful in PvE content. He only has one ABL day compared to Hulk and Ock's two, and despite his increased cost he does not score as high as them. This makes WBL the only mode you could practically use him for, but T4ing a double-cost Native Tier-2 just for WBL is unideal.
On the PvP end, he gets a revive but only with his Artifact. Even with the revive, his kit lacks key PvP effects that keep him a solid tier below the current PvP meta, locking him in as OWB and AC only. Another L considering the price.
Basically just don't build him as he won't justify his cost in either PvP or PvE.
- Corvus & Proxima WBL
A fairly standard new WBL+, advertised as having unique mechanics with both bosses, but in reality you're fighting Corvus the majority of the time while Proxima throws spears on the side.
Having both WBL+ bosses essentially be Speed type is a bit lame, as is the fight with Corvus and Proxima itself. It's not very difficult and boring to play, reusing two existing WBUs is weak, and overall feels like it should be an early regular WBL compared to a WBL+.
